Central Africa’s Wildlife Rangers Face Deadly Risks





ZAKOUMA NATIONAL PARK, Chad — Just before dawn, the rangers were hunched over in prayer, facing east. They pressed their foreheads into the dry earth and softly whispered Koranic verses, their lips barely moving. A cool wind bit at their faces.




All of a sudden, Djimet Seid, the cook, said he heard “one war whoop — or maybe it was a scream.”


And then: “K-k-k-k-k-k-k,” the angry bark of a Kalashnikov assault rifle, opening up on fully automatic.


In an instant, an entire Chadian squad of rangers was cut down with alarming precision by elephant poachers who were skilled at killing more than just animals. Crouching in the bush, the poachers fired from a triangle of different spots, concealed and deadly accurate.


“If you go look at the infantry books, it’s exactly how you do a first light attack, exactly,” said Rian Labuschagne, a former paratrooper and now the manager of Zakouma National Park in southern Chad. “Our guys didn’t have a chance.”


Out here, among the spent bullet shells and the freshly dug graves, the cost of protecting wildlife is painfully clear. As ivory poaching becomes more militarized, with rebel groups and even government armies slaughtering thousands of elephants across Africa to cash in on record-high ivory prices, a horrible mismatch is shaping up. Wildlife rangers — who tend to be older, maybe a bit slower and incredibly knowledgeable about their environment and the ways of animals, but less so about infantry tactics — are wading into the bush to confront hardened soldiers.


The outcome, too often, is not only firefights and battles, but also coldblooded murder, with dozens of African wildlife rangers killed in recent years, many in revenge-driven ambushes. Ivory poachers, it seems, are becoming increasingly wily and ruthless.


This summer, in the Democratic Republic of Congo, a militia of infamous elephant poachers, sneaked up to the headquarters of a wildlife reserve and killed 5 people and 14 okapi, a rare animal with a giraffelike neck and zebralike legs. One guard who narrowly escaped said the attackers sliced open the chest of a downed colleague and ate his heart. In Zimbabwe, poachers are spreading deadly poisons on elephant carcasses to kill vultures. By taking out the birds that serve as a natural early warning system that a kill has been made, the poachers make it even more dangerous for rangers because they have no idea when the poachers are around. In Mozambique, the authorities said that poachers have recently begun using land mines.


Kenya, which is considered tame compared with some of these other places, has lost six rangers this year, more than in recent memory. One of them was Florence Hadia Abae, pregnant and the mother of a small boy. In March, she was following the footprints of suspected poachers near Tsavo National Park, a fabled tourist destination, when a poacher popped out of the bush and shot her in the face.


One of her colleagues was killed in the same ambush, shot in the leg, then finished off with a short, brutish stroke of an ax.


“They had no idea what they were walking into,” said Rob Dodson, a British conservationist working near Tsavo.


In the Zakouma attack, which happened about 50 miles outside the park boundaries in September, five rangers were killed on the spot; one remains missing and is presumed dead. Mr. Seid, the cook, was seriously wounded. The attack appeared to be revenge for a raid on a poachers’ camp, and much of the evidence points to the Sudanese military. For years, wildlife groups have blamed the janjaweed — Sudanese horseback raiders who traditionally work in tandem with the government military — for wiping out many of Central Africa’s elephant herds.


But specific evidence recovered from the poachers suspected of killing Zakouma’s rangers strengthens the Sudanese government link, the Chadian authorities and human rights groups say. A few weeks before the attack, Zakouma rangers raided a poachers’ camp nearby and discovered one uniform for Abu Tira, Sudan’s notorious paramilitary service, which has been blamed for burning down villages and committing other atrocities. The rangers also found several elephant tusks and a stamped leave slip from the Sudanese Army granting four soldiers permission to go to the Chadian border.


Most incriminating, though, were the digital photos recovered from a phone showing stacks of elephant carcasses that looked similar to photos from a horrific massacre of hundreds of elephants in Cameroon this year, suggesting that the Sudanese poachers who killed the Zakouma rangers may have been involved in one of the biggest single elephant slaughters in decades.


“This is not some random group of thugs,” said Jonathan Hutson, a spokesman for the Satellite Sentinel Project, a nonprofit group that helped analyze some of the evidence. “They’re poaching for profit to fund mass atrocities in Sudan.”


Officials at the United States Africa Command, based in Stuttgart, Germany, have also been helping analyze some of the forensics.


At first, Rabie A. Atti, a Sudanese government spokesman, reflexively dismissed the evidence.


“Pictures can be fabricated,” he said.


But then he added, “If there is concrete evidence, and someone is proven to be corrupt, he can be taken to court.”

The Chinese firm, BGI-Shenzhen, said in a statement this weekend that its acquisition of Complete Genomics, based in Mountain View, Calif., had been cleared by the federal Committee on Foreign Investment in the United States, which reviews the national security implications of foreign takeovers of American companies. The deal still requires antitrust clearance by the Federal Trade Commission.


Some scientists, politicians and industry executives had said the takeover represented a threat to American competitiveness in DNA sequencing, a technology that is becoming crucial for the development of drugs, diagnostics and improved crops.


The fact that the $117.6 million deal was controversial at all reflects a change in the genomics community.


A decade ago, the Human Genome Project, in which scientists from many nations helped unravel the genetic blueprint of mankind, was celebrated for its spirit of international cooperation. One of the participants in the project was BGI, which was then known as the Beijing Genomics Institute.


But with DNA sequencing now becoming a big business and linchpin of the biotechnology industry, international rivalries and nationalism are starting to move front and center in any acquisition.


Much of the alarm about the deal has been raised by Illumina, a San Diego company that is the market leader in sequencing machines. It has potentially the most to lose from the deal because BGI might buy fewer Illumina products and even become a competitor. Weeks after the BGI deal was announced, Illumina made its own belated bid for Complete Genomics, offering 15 cents a share more than BGI’s bid of $3.15. But Complete Genomics rebuffed Illumina, saying such a merger would never clear antitrust review.


Illumina also hired a Washington lobbyist, the Glover Park Group, to stir up opposition to the deal in Congress. Representative Frank R. Wolf, Republican of Virginia, was the only member of Congress known to have publicly expressed concern.


BGI and Complete Genomics point out that Illumina has long sold its sequencing machines — including a record-setting order of 128 high-end machines — to BGI without raising any security concerns. Sequencing machines have not been subject to export controls like aerospace equipment, lasers, sensors and other gear that can have clear military uses.


“Illumina has never previously considered its business with BGI as ‘sensitive’ in the least,” Ye Yin, the chief operating officer of BGI, said in a November letter to Complete Genomics that was made public in a regulatory filing. In the letter, Illumina was accused of “obvious hypocrisy.”


BGI and Complete said that Illumina was trying to derail the agreement and acquire Complete Genomics itself in order to “eliminate its closest competitor, Complete.”


BGI is already one of the most prolific DNA sequencers in the world, but it buys the sequencing machines it uses from others, mainly Illumina.


Illumina, joined by some American scientists, said it worried that if BGI gained access to Complete’s sequencing technology, the Chinese company might use low prices to undercut the American sequencing companies that now dominate the industry.


Some also said that with Complete Genomics providing an American base, BGI would have access to more DNA samples from Americans, helping it compile a huge database of genetic information that could be used to develop drugs and diagnostic tests. Some also worried about protection of the privacy of genetic information.


“What’s to stop them from mining genomic data of American samples to some unknown nefarious end?” Elaine R. Mardis, co-director of the genome sequencing center at Washington University in St. Louis, said in an e-mail.


Dr. Mardis could not specify what kind of nefarious end she imagined. But opponents of the deal cited a November article in The Atlantic saying that in the future, pathogens could be genetically engineered to attack particular individuals, including the president, based on their DNA sequences.


BGI and Complete Genomics dismissed such concerns as preposterous.

India Ink: Portrait Emerges of Victim in New Delhi Gang Rape

She was studious, mild-mannered and about to be married.

Her parents had sold off land and scrimped on food to pay for her and her brothers’ education. She came to India’s capital to pursue dreams of being a doctor, from a tiny farming village that regularly suffered drought and floods.

Details about the life of the 23-year-old New Delhi gang rape victim, who died on Saturday, began to trickle out over the weekend, as relatives and neighbors spoke publicly for the first time since the woman was raped by several men in a moving bus, assaulted with an iron rod and dumped on the side of a highway.

For nearly two weeks, as she battled for life, first at a hospital in New Delhi and then in Singapore, hundreds of Indians poured onto the streets in angry protests praying for her demanding justice. On Sunday, as the victim was cremated in a private ceremony in New Delhi, a picture emerged of her life, her family and her dreams. Her name has not been disclosed.

From a Hindu family of modest means, the victim, who was studying physiotherapy, was a “brilliant” and “hard working” student who had doggedly pursued a medical education. “She had made up her mind very early that she wanted to become a doctor,” The Hindu newspaper quoted Lalji Singh, who said he was the victim’s uncle.

The victim’s parents had moved to New Delhi from a small town called Ballia in Uttar Pradesh, among hundreds of Indians who migrate to large Indian cities in search of a better future for their children. Her father worked as a loader with a private airline at New Delhi’s international airport, according to The Hindustan Times.

He had invested heavily in his children’s education, even selling his ancestral property, “so that their aspirations could be fulfilled,” Mr. Singh was quoted as saying. Her father always encouraged her to shine in life, and, unlike many traditional families who save first for their daughter’s marriage, he spared no expense for her education, the Times of India said.

Her father’s sacrifices sparked in the victim a determination to succeed at an early age. As a teenager, she reportedly gave lessons to younger children to supplement the household income. A role model for those in her neighborhood, her parents hoped her two younger siblings would emulate her. She was determined to start earning so she could repay her father, Indian media reported.

On Sunday evening, reports suggested that the victim was preparing for her marriage in February. “They had made all the wedding preparations and had planned a wedding party in Delhi,” Agence France-Presse quoted Meena Rai, who said she had accompanied the victim on shopping trips.

French Council Strikes Down 75% Tax Rate on Rich





PARIS — France’s Constitutional Council on Saturday struck down the Socialist government’s plan to impose a 75 percent marginal income tax rate on the wealthy, a measure that figured prominently among the campaign promises of President François Hollande and that had become a divisive emblem of his approach to cutting the budget deficit.




Prime Minister Jean-Marc Ayrault quickly pledged that the government would reintroduce a revised version of the tax for next year to address the criticisms of the Constitutional Council, which ruled that the measure did not tax affected households equally.


The 75 percent rate was always a symbolic political gesture, as Mr. Hollande himself has acknowledged. It was to expire in two years and would have applied only to annual income above 1 million euros, or about $1.3 million, and so would have affected no more than a few thousand taxpayers.


Tax revenues from the measure would have reached just a few hundred million dollars, little more than a bucket of water in France’s deficit sea; the budget deficit is about $112 billion this year.


The council ruled that the tax was unfair because it would have applied unevenly to different households with the same combined income. A couple making a combined 1.5 million euros a year, for instance, would be exempt from the tax so long as both partners earned less than 1 million euros individually. If one partner earned more than 1 million euros, however, the couple would have been required to pay the 75 percent rate on their combined earnings of more than 1 million.


Mr. Hollande introduced the tax during his presidential campaign — a sharp break from his center-right rival, Nicolas Sarkozy, who had established a tax ceiling of 50 percent of earnings — to prove his leftist credentials in the face of a challenge from a candidate supported by the Communists, Jean-Luc Mélenchon.


Among the opposition on the right, politicians said the 75 percent rate was tantamount to theft, calling it “confiscatory” and insisting that it would drive investors and entrepreneurs out of the country. There have been reports and rumors of as many as 5,000 wealthy French citizens moving out of the country, though there are no official figures.


Most recently, in what has grown into a minor national scandal, it was revealed that the actor Gérard Depardieu would be taking up residence in Belgium, where there is no wealth tax and where the maximum income tax rate is 50 percent.


In France, without the 75 percent tax rate, the highest income tax rate will now be 45 percent. (With the invalidation of the 75 percent rate, French Twitter users have implored Mr. Depardieu to return to France, some facetiously, some not.) The 45 percent rate, which will apply to income above 150,000 euros, or about $198,000, is itself an increase from the previous top rate of 41 percent.


The Constitutional Council approved the increase in its ruling Saturday, along with several general elements of the government’s planned budget for next year: an increase in tax withholdings, the taxing of capital gains at the same rates as income tax and a rise in the wealth tax rates.


It invalidated a proposed 75 percent tax on complementary retirement pensions, however, calling it “confiscatory.” The council reduced the rate to 68 percent.


Mr. Hollande has committed to cutting France’s budget deficit, which stood at 4.5 percent of gross domestic product this year, to 3 percent next year. But he has emphasized tax increases rather than spending cuts. To meet the target, Parliament this month approved a spending freeze that would save about $13 billion, along with $26 billion in additional tax revenues — including those meant to come from the 75 percent rate — for the 2013 budget. But the budget was drawn up on the basis of the government’s growth estimate of 0.8 percent, a number viewed by many economists in France and elsewhere as unrealistically high.

Elwood V. Jensen, Pioneer in Breast Cancer Treatment, Dies at 92

Elwood V. Jensen, a medical researcher whose studies of steroid hormones led to new treatments for breast cancer that have been credited with saving or extending hundreds of thousands of lives, died on Dec. 16 in Cincinnati. He was 92.




The cause was complications of pneumonia, his son, Thomas Jensen, said.


In 2004 Dr. Jensen received the Albert Lasker Basic Medical Research Award, one of the most respected science prizes in the world.


When Dr. Jensen started his research at the University of Chicago in the 1950s, steroid hormones, which alter the functioning of cells, were thought to interact with cells through a series of chemical reactions involving enzymes.


However, Dr. Jensen used radioactive tracers to show that steroid hormones actually affect cells by binding to a specific receptor protein inside them. He first focused on the steroid hormone estrogen.


By 1968, Dr. Jensen had developed a test for the presence of estrogen receptors in breast cancer cells. He later concluded that such receptors were present in about a third of those cells.


Breast cancers that are estrogen positive, meaning they have receptors for the hormone, can be treated with medications like Tamoxifen or with other methods of inhibiting estrogen in a patient’s system, like removal of the ovaries. Women with receptor-rich breast cancers often go into remission when estrogen is blocked or removed.


By the mid-1980s, a test developed by Dr. Jensen and a colleague at the University of Chicago, Dr. Geoffrey Greene, could be used to determine the extent of estrogen receptors in breast and other cancers. That test became a standard part of care for breast cancer patients.


Scientists like Dr. Pierre Chambon and Dr. Ronald M. Evans, who shared the 2004 Lasker prize with Dr. Jensen, went on to show that many types of receptors exist. The receptors are crucial components of the cell’s control system and transmit signals in an array of vital functions, from the development of organs in the womb to the control of fat cells and the regulation of cholesterol.


Dr. Jensen’s work also led to the development of drugs that can enhance or inhibit the effects of hormones. Such drugs are used to treat prostate and other cancers.


Elwood Vernon Jensen was born in Fargo, N.D., on Jan. 13, 1920, to Eli and Vera Morris Jensen. He majored in chemistry at what was then Wittenberg College in Springfield, Ohio, and had begun graduate training in organic chemistry at the University of Chicago when World War II began.


Dr. Jensen wanted to join the Army Air Forces, but his poor vision kept him from becoming a pilot. During the war he synthesized poison gases at the University of Chicago, exposure to which twice put him in the hospital. His work on toxic chemicals, he said, inspired him to pursue biology and medicine.


Dr. Jensen studied steroid hormone chemistry at the Swiss Federal Institute of Technology on a Guggenheim Fellowship after the war. While there, he climbed the Matterhorn, one of the highest peaks in the Alps, even though he had no mountaineering experience. He often equated his successful research to the novel approach taken by Edward Whymper, the first mountaineer to reach the Matterhorn’s summit. Mr. Whymper went against conventional wisdom and scaled the mountain’s Swiss face, after twice failing to reach the summit on the Italian side.


Dr. Jensen joined the University of Chicago as an assistant professor of surgery in 1947, working closely with the Nobel laureate Charles Huggins. He became an original member of the research team at the Ben May Laboratory for Cancer Research (now the Ben May Department for Cancer Research) in 1951, and became the director after Dr. Huggins stepped down.


He came to work at the University of Cincinnati in 2002, and continued to do research there until last year.


His first wife, the former Mary Collette, died in 1982. In addition to his son, Dr. Jensen is survived by his second wife, the former Hiltrud Herborg; a daughter, Karen C. Jensen; a sister, Margaret Brennan; two grandchildren; and three great-grandchildren.


Dr. Jensen’s wife was found to have breast cancer in 2005. She had the tumor removed, he said in an interview, but tested positive for the estrogen receptor and was successfully treated with a medication that prevents estrogen synthesis.

When Dr. Jensen started his research at the University of Chicago in the 1950s, steroid hormones, which alter the functioning of cells, were thought to interact with cells through a series of chemical reactions involving enzymes.


However, Dr. Jensen used radioactive tracers to show that steroid hormones actually affect cells by binding to a specific receptor protein inside them. He first focused on the steroid hormone estrogen.


By 1968, Dr. Jensen had developed a test for the presence of estrogen receptors in breast cancer cells. He later concluded that such receptors were present in about a third of those cells.


Breast cancers that are estrogen positive, meaning they have receptors for the hormone, can be treated with medications like Tamoxifen or with other methods of inhibiting estrogen in a patient’s system, like removal of the ovaries. Women with receptor-rich breast cancers often go into remission when estrogen is blocked or removed.


By the mid-1980s, a test developed by Dr. Jensen and a colleague at the University of Chicago, Dr. Geoffrey Greene, could be used to determine the extent of estrogen receptors in breast and other cancers. That test became a standard part of care for breast cancer patients.


Scientists like Dr. Pierre Chambon and Dr. Ronald M. Evans, who shared the 2004 Lasker prize with Dr. Jensen, went on to show that many types of receptors exist. The receptors are crucial components of the cell’s control system and transmit signals in an array of vital functions, from the development of organs in the womb to the control of fat cells and the regulation of cholesterol.


Dr. Jensen’s work also led to the development of drugs that can enhance or inhibit the effects of hormones. Such drugs are used to treat prostate and other cancers.


Elwood Vernon Jensen was born in Fargo, N.D., on Jan. 13, 1920, to Eli and Vera Morris Jensen. He majored in chemistry at what was then Wittenberg College in Springfield, Ohio, and had begun graduate training in organic chemistry at the University of Chicago when World War II began.


Dr. Jensen wanted to join the Army Air Forces, but his poor vision kept him from becoming a pilot. During the war he synthesized poison gases at the University of Chicago, exposure to which twice put him in the hospital. His work on toxic chemicals, he said, inspired him to pursue biology and medicine.


Dr. Jensen studied steroid hormone chemistry at the Swiss Federal Institute of Technology on a Guggenheim Fellowship after the war. While there, he climbed the Matterhorn, one of the highest peaks in the Alps, even though he had no mountaineering experience. He often equated his successful research to the novel approach taken by Edward Whymper, the first mountaineer to reach the Matterhorn’s summit. Mr. Whymper went against conventional wisdom and scaled the mountain’s Swiss face, after twice failing to reach the summit on the Italian side.


Dr. Jensen joined the University of Chicago as an assistant professor of surgery in 1947, working closely with the Nobel laureate Charles Huggins. He became an original member of the research team at the Ben May Laboratory for Cancer Research (now the Ben May Department for Cancer Research) in 1951, and became the director after Dr. Huggins stepped down.


He came to work at the University of Cincinnati in 2002, and continued to do research there until last year.


His first wife, the former Mary Collette, died in 1982. In addition to his son, Dr. Jensen is survived by his second wife, the former Hiltrud Herborg; a daughter, Karen C. Jensen; a sister, Margaret Brennan; two grandchildren; and three great-grandchildren.


Dr. Jensen’s wife was found to have breast cancer in 2005. She had the tumor removed, he said in an interview, but tested positive for the estrogen receptor and was successfully treated with a medication that prevents estrogen synthesis.

YouTube Ban Lifted in Pakistan, for 3 Minutes





ISLAMABAD, Pakistan — A ban on YouTube, which Pakistan imposed after an anti-Islam video caused riots in much of the Muslim world, was lifted Saturday, only to be reinstated — after three minutes — when it was discovered that blasphemous material was still available on the site.




After months of criticism of the ban, the government decided to allow Pakistanis to have access to YouTube again, saying steps had been taken to ensure that offensive content would not be visible. But those efforts apparently failed, and the authorities quickly backtracked.


The ban was imposed on Sept. 17 following violent protests in response to the video, which was made in the United States and ridiculed the Prophet Muhammad. The government then ordered all telecommunications companies to block Internet material deemed offensive to Muslims and urged people to report such material.


But the ban on YouTube came to be seen as censorship, and a growing number of the estimated 25 million Internet users in the country complained.


“This is purely a naked power play by the government and one that we should resist,” an editorial in The Express Tribune, an English-language daily newspaper in Karachi, Pakistan, said Friday. “This is about controlling our behavior and denying us access to the Internet.”


“We need to make it clear that we do not wish to regress to a dark age when a centralized authority controlled all access to information,” the editorial, observing the 100th day of the ban, went on to say. “Retreating to such an era would essentially mean that we were longer living in a democracy.”


By Friday evening, Rehman Malik, the country’s interior minister, indicated that the ban would be lifted over the weekend. Mr. Malik said firewalls by government technicians were being installed to block pornographic and blasphemous material.


On Saturday, the Pakistan Telecommunication Authority directed local Internet service providers to make YouTube accessible. But by the afternoon, Geo, a private television news network that wields immense influence, reported that anti-Islam and blasphemous material was still available on YouTube. The criticism was led by Ansar Abbasi, a right-leaning journalist who often speaks out on morality and religion.


Yielding to the criticism, Prime Minister Raja Pervez Ashraf then ordered providers to again block access to the video-sharing site.


The flip-flop drew an immediate rebuke from users and led to a flurry of jokes on Twitter about the government’s dithering and backtracking.


“YouTube is a huge convenience for users, who benefit from it for educational as well as entertainment purposes,” Zubair Kasuri, the editor of Flare, a Karachi-based telecommunications magazine, said in a telephone interview. Mr. Kasuri expressed surprise over the government’s failure to install an effective firewall mechanism despite having months to do so.

Gérard Depardieu Stirs Belgian Border Town

French actor Gérard Depardieu is accused by the French government of trying to dodge taxes by moving to Belgium.







NÉCHIN, Belgium — The last time a big star lit up this sleepy village of potato fields and rain-drenched pastures was in 1667, when the Sun King, Louis XIV of France, stopped by for the day. But even he may not have created quite the commotion caused by Gérard Depardieu, the celebrated actor, turbulent bon vivant and, since a visit to the mayor’s office here on Dec. 7 to register as a resident, France’s most reviled tax exile.




“I thought it was a joke,” said the mayor, Daniel Senesael, recalling his disbelief when he was first told that Mr. Depardieu intended to leave his mansion in Paris and move to Néchin, a rural settlement in Belgium with just 2,200 people, two cafes, a fast-food fry shop, a ruined chateau and no cinema.


“Let’s be honest, this is not Las Vegas,” Mr. Senesael said. “There are no lights and no discos. I get flooded with complaints when anyone suggests opening even a wind farm.”


Michel Sardou, a veteran French singer who has joined a frenzy of criticism directed at Mr. Depardieu in France, mocked the actor’s flight to Néchin, predicting that he would be “as bored as a rat” here. “So, there is some divine justice after all,” the singer joked on French television.


For Mr. Depardieu, and scores of wealthy French citizens who already live here, however, Néchin does have one seductive asset: it is beyond the reach of the French tax authorities but so close to France that an unmarked border running through the village puts the gardens of some properties in France and adjoining houses in Belgium.


“Our geographic situation makes us very attractive,” said Mr. Senesael, noting that Néchin is an easy place to get into and out of, with a nearby airport, a major highway and a railway station just a few miles away in the French city of Lille with regular high-speed trains to Paris, Brussels and London.


“Nobody should be astonished that big fortunes have found a certain fiscal advantage” in moving to this side of the border, said the mayor, whose domain covers Néchin and a cluster of other hamlets that form what is known as the Entity of Estaimpuis. Mr. Depardieu’s critics, he said, should direct their ire not at the actor but at the failure of European governments to harmonize tax rates across the 27 nations of the European Union.


A customs post and border guards disappeared decades ago from the end of Néchin’s main street, swept away by Europe’s effort after World War II to break down barriers that led to past conflicts and to allow for the free flow of goods, services and people.


Still firmly in place, however, are rigidly defined tax frontiers that mean that people living just a few yards from one another can pay vastly different levels of tax, particularly if they happen to be wealthy.


Belgium has higher income taxes for most people than in much of Europe, but the country is much easier on the rich than France, where the government of President François Hollande has announced a “temporary supertax” of 75 percent on annual incomes of more than 1 million euros, or about $1.3 million. France’s Constitutional Council on Saturday declared the tax unconstitutional, prompting the government to announce that it would introduce a revised version next year. France also has a “wealth tax” on assets worth more than $1.7 million, something that does not exist in Belgium, as well as far higher taxes on capital gains and inheritance.


“We’ve abolished border controls but not all the other stupidities,” said Philippe Vandenhemel, the owner of a garage just outside Néchin that sells and repairs imported American cars and was visited several times by Mr. Depardieu. (The actor apparently likes old American cars.)


Mr. Vandenhemel scoffed at attacks on the movie star by French politicians and commentators. “If I were in his shoes, I would do exactly the same thing and leave,” he said. Mr. Depardieu, he added, will benefit not only from lower taxes in Belgium but also from the fact that “we Belgians are not jealous and don’t mind people getting rich.”


“Jealousy is France’s national disease,” he said.


Mr. Hollande, who made a pledge to squeeze the rich to help reduce the government’s budget deficit a cornerstone of his successful election campaign this year, once said on television, “I don’t like the rich.” His right-wing predecessor and rival and in the May election, Nicolas Sarkozy, lost in part because he flaunted a liking for expensive watches and other accessories and the company of rich friends, a habit that earned him mockery as “Le Président Bling-Bling.”
